广西“农社对接”发展探讨——以南宁市江南区“农社对接”试行为例

摘  要：
【目的】初步探索广西"农社对接"试行运行机制,为政府决策部门提供参考。【方法】通过查阅资料,对我国开展"农社对接"情况进行总结研究;通过下乡调查、与相关利益者访谈等途径分析南宁市江南区试行"农社对接"情况。【结果】南宁市江南区"农社对接"是以政府牵头,挑选较有实力的农民专业合作社进入试点社区进行蔬菜直销,并提供一定的财政支持和措施保障。实施过程中发现存在缺乏足够的政策支持、社会认可度低、直销供应能力不足、合作社能力有限等问题。【建议】改进"农社对接"运行方式、加大政府扶持力度、加强专业合作社自身建设,以促进广西农业发展及产业升级。

摘  要：
【Objective】The operational mechanism of Farmer-Community Direct Purchase in Guangxi was explored to provide references for government decision-making departments. 【Method】The situation of "Farmer-Community Direct Purchase" in our country was summarized and studied through various materials. Farmer-Community Direct Purchase situation in Jiangnan District of Nanning City was analyzed by means of countryside survey and stakeholder interview. 【Result】The government selected powerful farmers' professional cooperatives to directly sell vegetables in pilot community. The government provided certain fiscal support and guarantee measures. During the implementation, the following problems were found, such as insufficient policy support, low social recognition degree, insufficient direct-sale supply ability and limited ability of the cooperative. 【Suggestion】The strategies for promoting agricultural development and industrial upgrading in Guangxi were proposed including improving the operation mode of Farmer-Community Direct Purchase, enhancing government support and strengthening self-construction of specialized farmer cooperatives.
