北京市房山区沟域经济创新发展模式研究——国家现代农业示范区北京市房山区都市型现代农业创新发展模式之一

摘  要：
文章以新时期北京农业"服务保障、科技示范、生态建设"新定位为宗旨,紧密围绕房山区"一城一区"战略目标和三、二、一产业发展空间格局,密切结合房山区自然资源、产业基础及科技人文等实际,综合运用比较分析法、综合归纳法及案例研究法等,较为系统地总结分析了房山区实施沟域经济以来在科学规划、统筹协调、加强基础设施建设、夯实产业支撑及加强宣传推介等方面的典型做法与取得的主要成效。在此基础上,认真分析了新形势下房山区沟域经济发展存在的基础设施建设相对滞后、人才保障较为薄弱、产业水平还需提升及统筹集成亟待加强等方面存在的发展瓶颈与制约因素,最后,针对这些问题,提出了一系列加强顶层设计、加强沟域基础设施建设、实施多元化投融资策略、加强产业链设计、加强生态文明建设,促进房山区沟域经济可持续发展等方面的对策建议,以期为政府决策提供借鉴依据。

摘  要：
Aimed at the new position of Beijing Agriculture in the new era,i. e., " service assurance,scientific and technologicaldemonstration,and ecological construction",combined with the Fangshan district reality,this paper analyzed and summarized the typicalpracticeand main achievementsof Fangshan district since the implement of the valley economyin the aspects of the scientific planning,coordination,infrastruction construction,industrial support and broadcast,using the methods of comparative analysis,comprehensive induction and case method. Then it analyzed the choke point and restraining factors such as weak infrastruction construction and talent guarantee,lowlevel of industry development,and so on. Finally it put forward some countermeasures such as strengthening top-level design,infrastructionconstruction,diversification investment and financingstrategy,industry chain design for providing a reference to the government decision- making.
