通过对甘肃小陇山林业实验局等6个地方国有林场场外合作发展林业模式的调查和探索,针对我国边远偏僻、人烟稀少地区的国土绿化和林业重点工程建设,提出调整国有林区林场的功能定位、建立以国家为主的多元投资机制、建立国有林区林场场外合作发展林业的经营管理机制和能力建设等政策建议。

摘  要：
Through the investigation and exploration of six places in state-owned forest farm cooperation forestry development mode, to put forward policy recommendations for better and faster development for poorly and sparsely populated area of green land and the construction of key forestry projects of China, such as adjusting stateowned forest farm of function orientation, predominantly national multiple investment mechanism, establishing the forest farm of state-owned forest otc management mechanism for the development of forestry cooperation and capacity building.
