石羊河流域水安全问题及对策

摘  要：
通过对石羊河流域水资源利用状况的调查分析,阐述了水资源短缺和水环境污染等威胁该流域水安全的主要问题,并提出了对石羊河流域水资源利用进行结构性调整、水权制度与水价体制改革、引进虚拟水和生态补偿等对策.针对石羊河流域经济落后、行政区划涉及面小、相对封闭性的特点,认为生态补偿初期应以国家补偿为主,社会补偿和自身补偿为辅.水价体制改革应打破按亩征收水费的惯例,采取按方收费到户,实行少用低价、超用加价和节约归己的弹性水价政策,调动农户节水的积极性.

摘  要：
Research on present situation of water resources utilization of Shiyang river basin,the main problem has been discussed which is water shortage and pollution.Same corresponding countermeasure is put forward.For example,the industrial structure adjustment,import virtual water,reform of the price of water and ecological compensation.Because of same characteristic of economy backwardness and closed system in Shiyang river basin,in the beginning of ecological compensation should depends on country.The water price reforms should breaking with fixed tradition for charging each cubic meter and implement the encouragement to motivate the practice economy on water and protect the source of water.
