Library alliance is a way for the existence and development of Libraries under the network environment.This paper has probed into the significance and bases of the construction of the regional library consortia in medium-and small-sized cities,put forward the measures of the construction of the regional library consortia in medium-and small-sized cities,with the objective to explore new concepts of library development in medium-and small-sized cities.
