摘  要：
Taking development as the main theme,this article establishes the competence-based theory by adopting the methods of document materials and the Delphi Technique.It puts forward the requests of the competence in the career development at different stages,framework and content for ability standard,and the trend of competence development of university teachers of P.E.This paper also serves to establish a theoretical platform for forming a modernized, scientific,capable and standardized P.E.staff team.
