新型农业现代化的内涵及测评研究──以河南省为例

摘  要：
研究旨在深入探讨和诠释新型农业现代化的科学内涵,在此基础上构建新型农业现代化指标体系,结合客观确权法(熵权法)和主观确权法(层次分析法)来确定指标权重,运用2013年河南省及所辖18个地级市统计数据对河南省新型农业现代化发展水平进行定量测算。结果显示:河南省新型农业现代化实现化率为57.73%,已进入快速发展阶段。其中粮食稳定高产、土地生产率和现代农业装备等指标实现化水平较高,但是农业资源利用率、组织化、标准化、农民素质和农业服务体系实现水平偏低。另外,各地区新型农业现代化实现程度不平衡,丘陵山区普遍低于平原地区。为了保证河南省能够如期实现新型农业现代化目标,针对河南省新型农业现代化发展的短板,提出要大力发展农民专业合作社和农业产业化经营;培养受教育程度较高、懂农业技术、会经营农地的新型农民;建立农业生产的产前、产中、产后等各个环节的标准体系和建设覆盖全程、综合配套、便捷高效的现代农业服务体系等政策建议。

摘  要：
In order to deeply explore and explain the scientific connotation of the new agriculturalmodernization, and build the index system of the new agricultural modernization, the author combinedobjective evaluation method(entropy weight method) and the subjective evaluation method(analytic hierarchyprocess) to determine the index weight, and conducted quantify calculation using the statistics data from HenanProvince and its 18 cities of 2013. The results showed that the achieving rate of the new agriculturalmodernization in Henan Province was 57.73%, it had entered a stage of rapid development. The achieving ratesof stable and high yield of grain, land productivity and modern agricultural equipment were higher, but theachieving rates of agricultural resources utilization, organization, standardization, farmers' quality and theagricultural service system were low. The new agricultural modernization realization degrees were imbalancedamong the 18 cities, the degree in hilly region was generally lower than that in plain region. In order to makesure that Henan Province could reach the goal of the new agricultural modernization, aiming at the short boardin its new agricultural modernization, the author puts forward policy suggestions including developing farmers' professional cooperatives and agricultural industrialization, cultivating new type farmers who are welleducated, skillful and good at farming, setting up the standard system on pre-production, in-production andpost-production in agricultural production process, and constructing the modern agricultural service systemwhich is whole course covering, comprehensive matching, convenient and efficient.
