摘  要：
介绍了赴印度参加绿色财政与社区林业研讨会的情况。在充分借鉴印度、尼泊尔和泰国等亚洲国家社区林业发展历程和相关政策的基础上,探求我国新一轮集体林权制度改革及其配套改革政策调整的新思路,提出了"加大财政投入力度,提高财政扶持效率""培育新型林业经营主体"和"强化林业社会化服务体系"等政策建议。

摘  要：
This paper introduces the process of going to India to attend the Workshop on Green Finance and Community Forestry. Based on the experiences of community forestry development and related policies in Asian countries such as India, Nepal and Thailand, we explore the new ideas of policy adjustment of the Reform of Collective Forestland Tenure and the matching reform measures. We put forward some policy suggestions, such as increasing financial investment, to improve the efficiency of financial support, cultivatiing of new forestry management subject and strengthening the social service system of forestry.
