昆明市五华区林权流转制约因素及对策探究

摘  要：
自2008年启动集体林改至今,五华区林权流转面积占林地总面积的比重仍很低。林权流转受到了产权不充分、融资困难和扶持政策不到位等6大制约因素的影响。只有在继续深化集体林权制度改革的过程中,对症施策才能促进五华发展都市型现代林业目标的实现。

摘  要：
The proportion of the acreage of forest whose tenure has been transferred since 2008 when a new round forest tenure reform started is low in Wuhua district. There are 6 category constraints totally,including insufficient property, difficulty in fund raising, and poor implementing for key supportive policy, etc. The goal of urban modern forest establishment in Wuhua district can't be realized until related countermeasures are taken in the process of deepening the reform of forest tenure.
