摘  要：
This paper Expounds strategic measures for realizing reasonable utilization of agricultural resources and proposals for system renovation. Firstly, to improve personnel quality and to establish binding mechanism with completing legal system as its main body; secondly, to reform existing administration system and to strengthen comprehensive management of resources and national adjustment and control from macro point of view; thirdly, to complete land property right system and to promote the circulation of land usage right; fourthly , to improve agriculture market system; fifthly, to promote science and technology progress; sixthly, to standardize statistics and evaluation of resources; seventhly, to fully utilize internal and external two kinds of resources and two markets to realize resources mutual complement.
