摘 要：
直隶总督孙嘉淦从保漕保运出发,整体规划,全盘经营,明确责任,采取"放水散行"的方法应对永定河盛涨和洪流,防止泥沙淤抬东西两淀,以保证下口顺畅,消除积水。其河淀通治思想体现了直隶河道治理之于地方的示范意义,其治理举措影响了直至今天淀河水系河道的一些布局,对后世治河者也产生了深远影响,值得学界探讨。

摘 要：
Proceeding from the guarantee of water transport,the Zhili Province governor Sun Jia-gan made an overall planning and management,clearly defined the responsibilities,and adopted the method of "water release and restricted voyage" to cope with the flood tide of Yongding River and prevent the sediment deposition at the East and West Lakes,so as to clear the outlet and eliminate stagnant water.Sun Jia-gan's ideas and initiatives reflected the model significance of provincial river course regulation to local areas,the regulation measures affected the water system until today,and had far-reaching effects on later river governor,thus they are worthy of academic study.
