湖南省湘江流域生态补偿的居民支付意愿WTP实证研究——基于CVM条件价值法

摘  要：
基于CVM条件价值法,通过对湘江流域8个主要城市的居民进行实地调研,有83.87%的居民有支付意愿,采用非参数估计测算出湘江流域居民的生态补偿支付意愿为127.72元(人/年)。以"基本特征""居住地特征""水环境意识""现状评价""心理预期"5个影响因素分15个影响因素变量对居民支付意愿WTP进行回归分析。结果表明,教育层次对WTP有显著正影响;居住地时长、水环境产权意识、政策了解度、对政府治理预期对WTP有极显著正影响;湘江流域水质、植被覆盖度对流域居民生态补偿支付意愿有显著负影响;居住地离江距离对居民支付意愿有极显著负影响。最后,本研究根据科斯定理、基数效用论、公共物品理论、外部性理论分析结论、提出建议。

摘  要：
Value method based on the condition of CVM, in xiangjiang river basin through the field investigation of the eight major cities, 83.87% of the residents have a willingness to pay, the nonparametric estimation measure residents in xiangjiang river basin ecological compensation of willingness to pay is 127.72 yuan(per year). To "characteristics" and "habitat features""water environmental consciousness""status evaluation""expectations" five factors affecting category 15 influence factors on the residents' willingness to pay the WTP for regression analysis. The results showed that the education level had a significant positive effect on WTP; The length of residence, the awareness of water and environmental property rights, the policy understanding, and the expectation of government governance have a significant positive impact on WTP. The water quality and vegetation cover of the xiangjiang river have a significant negative effect on the willingness of people to pay for ecological compensation. The distance from the river is significantly negative for the people's willingness to pay. Finally, this paper puts forward Suggestions based on the coase theorem, base utility theory, public object theory, externality theory.
