集体林改后的林农合作组织发展——以贵州省锦屏县为例

摘 要：
国家林业局经研中心课题组应用参与式农村调查方法对贵州省锦屏县4个林农合作组织的发展状况、运行机制、存在问题和政策需求进行了深入研究。林农合作组织发展的成功经验主要有:农民自愿主动参与合作社;合作社内部规范管理和负责人良好的管理才能;政府的扶持项目和政策。林农合作社发展面临的瓶颈是资金短缺与市场信息匮乏。针对存在的问题,提出了促进林农合作组织发展的政策、法律和制度方面的建议。

摘 要：
A study on the status,operation mechanism,problems and policy needs of four forest farmer cooperatives in Jinping County,Guizhou Province with participatory rural assessment by the research team of Forestry Economics and Development Research Center showed the successful development experience of forest farmer cooperatives.Firstly,forest farmers participated in the cooperatives voluntarily and actively.Secondly,they had standard management institution and managers with excellent management skills.Finally,local government supported the cooperatives in policies and programs.The important bottleneck of cooperatives is shortage of funds and lack of market information.The suggestions on policy,legal and institution to promote forest farmer cooperatives development are put forward in the paper.
