山地烟区烟农队伍稳定机制探索与实践

摘  要：
[目的]烟农队伍作为烟叶生产的主体,其稳定性影响着烟叶的可持续发展。[方法]针对山地烟区烟农流失问题,以湖南中烟·白沙——巫山河梁基地单元为例,通过烟农队伍现状及流失原因分析,提出在现代烟草农业建设背景下烟农队伍的稳定措施。[结果]自然地理条件制约、社会经济的多元化发展与烤烟种植比较效益不明显是导致山地烟区烟农流失的主要原因。创新基础设施建设模式提高基础设施建设的全面性与覆盖范围,拓展辅助产业提供优质微利的专业化服务,建立有效的烟农培训体系促进传统烟农向现代烟农的转变、实施烟农激励政策提高烟农种烟积极性等措施,能有效提高山地烟区烟农队伍的稳定性。[结论]研究结果对山地烟区烟农队伍建设具有重要的借鉴意义。

摘  要：
[Objective] As the leading role in tobacco planting,stability of the team of tobacco-growing farmers affects the sustainable development of tobacco production. [Method]Aiming at the problem of loss of tobacco-growing farmers,the"Wushan Heliang Base Unit"was selected as a case to analyze the current situation of the loss of tobacco-growing farmers and its main causes. Some suggestions for stabilizing the team of tobacco-growing farmers under the background of modern tobacco agriculture construction were given. [Result]The results show that limitations of physical geography,diversification of socio-economic development and unobvious benefits in tobacco growing are the main reasons for the loss of tobacco-growing farmers. Some suggestions,such as innovating infrastructure construction model to improve its comprehensiveness and covering range,providing high-quality and meager profit professional services with aided auxiliary industries,providing effective training to guide the tobacco-growing farmers from traditional to modern,and developing incentive policy to stimulate the enthusiasm of tobacco-growing farmers,can effectively promote the stability of the team of tobacco-growing farmers. [Conclusion]The results are of significance as a reference to the team constructing of tobacco farmers in mountain area.
