解除制度约束奠定农业可持续发展的长久根基

摘  要：
目前,农业技术的落后、城乡二元户籍制度的存在、土地制度的不完善等成为约束我国农业可持续发展的瓶颈因素。只有从解除制度约束的角度思考,才能够根本消除这些瓶颈因素。只有建立有效的乡村组织、完善城乡市场一体化、实现教育国民待遇、允许土地使用权的有偿转让、根除出生地歧视,解除这些制度约束,实行综合治理,才能从根本上消除农业发展的制约因素,奠定农业可持续发展的长久根基。

摘  要：
At present,there are many impeding factors have restrained the agriculture sustainable development in our country such as agricultural technology backwardness,dual household register system,the land system and so on.Only from the angle to consider the question of relieves the system restraint,we can eliminate these basic bottleneck factors.Only establishes the effective village organization,consummate market integration of the city and countryside,implement the principle of national treatment of education,permit to compensated transfer the right of land employment,eradicate the discrimination of one's native heath,relieves the system restrains,implement the synthesis governs,we can fundamentally eradicate the restriction factors of agricultural development and establishes the foundation of agricultural sustainable development.
