摘  要:
本文在分析大量资料的基础上,提出了有水干早的概念,认为在黄土高原500mm 降雨地区,在目前经营水平上,正常年分的干旱,主要是由于人类不合理的生产活动造成的,即所谓有水干旱。文章从理论上和实践上对这一观点作了证明。最后总结了黄土高原防治有水干旱的基本经验,尤其着重指出在基本农田建设中存在的种种问题。认为无论是综合治理黄土高原,还是提高土地资源承载力,都必须首先提高降水利用率,解决有水干旱问题。

摘  要:
The paper begins with a new eoncept-anLhoropogenic drought,or- drought when it still has enough precipitation.There are many factor that vecaused this sort of drought,water and soil losses,unreasoning crop ar rangement,unfertilized soil conditions,etc.Secondly,this unna rural-drought is proved to be extensive in the Loess Plateau theoretically and practically.Finally,the paper summerizes the principal experien- ces to protect soil from anthropogenic drought in the region,and points out main problems in the eonstrution of basic farmland. It is claimed that erosion must be controlled and soil must be fertilized in order to get a better transformation from precipitation potentiality to field crop output.
