农业政策性引导资金的基金化运作

摘  要：
文文设计了农业基础设施产业发展基金、混合所有制改革促进基金和农业扶贫开发创业投资基金,阐述了三类基金的功能定位、运行组织、投资回报及退出机制,并基于交易成本经济学,剖析了基金运作中交易成本、不完全契约以及根本性转变后敲竹杠带来的负面影响。提出建立适当让渡社会资本收益的退出机制、增加基金运作的透明度、确保引导基金的农业投资导向、提高基金依法治理能力、建立相关激励机制等五点综合治理对策。

摘  要：
Agricultural policy guidance fund plays a positive role in overcoming government failure in the distribution of agricultural subsidies,exerting the lever- age of agricultural subsidy funds,promoting industrial and commercial capital into agricultural field,promoting the incremental use of funds for poverty alleviation,and cultivating new industries agricultural science and technology industry. The articledesigns the development fund of agricultural infrastructure industry,the reform of mixed ownership,and the fund for the development of agricultural alleviation,expounds the functions of the three types of funds,operation organization,investment return and withdrawal mechanism and analyzes the negative effects in the operation of the fund transaction costs,imperfect contract and fundamental change after holdup based on transaction cost economics. Finally five comprehensive countermeasures are put forward: to establish a proper withdrawal mechanism from social capital gains,to increase the transparency of funds operation,to ensure guidance fund into agriculture investment,to improve the fund management ability according to law and to encourage social capital investment enthusiasm.
