摘 要：
国民经济调整时期,为解决喀斯特地貌下的乡村引水灌溉问题,贵州掀起兴建水轮泵的热潮.期间,政府通过组建机构、筹集资金、样板试点、工程管理等形式,给予极大的支持,短时期内取得明显成效,彰显了政治权威在乡村水利建设中的速效性.既与全国水轮泵运动相呼应,又是高原山区引水灌溉工程建设的典型.

摘 要：
During the period of adjustment of national economy, in order to solve the problem of rural irrigation under the Karst landform, Guizhou launched construction of turbine pump boom. During the period,the government set up related organization and mechanism,raised funds,conducted model pilot,improved project management and provided other forms of support,therefore achieved remarkable results in a short period of time, highlighting the available political authority in the country in the construction of water conservancy, Which facilitated the turbine pump movement in China and set up a typical irrigation project construction example in mountainous areas.
