政府支农政策对农业保险需求的影响机制研究

摘  要：
本文把政府的财政支农政策划分为预防性财政支农政策和补偿性财政支农政策,从理论和实证两个方面研究它们对农业保险需求的影响机制。本文的研究结果表明,预防性财政支农政策对农业保险需求存在挤入效应,特别是农业保险保费补贴对农业保险需求有明显的促进作用;补偿性财政支农政策在未实施政策性农业保险的2007年以前对农业保险需求存在挤出效应,在2007年以后对农业保险需求的影响并不显著。因此,政府通过合理规划与配置预防性财政支农政策、补偿性财政支农政策和农业保险补贴的比例,可以提高财政支农资金的运行效率和农户的风险保障水平。

摘  要：
In this paper,the government's supporting agriculture policies are divided into preventive fiscal policies and compensatory fiscal policies,we analyze their impact on the demand for agricultural insurance from both theoretical and empirical aspects. The empirical results show that in the entire sample period 2001-2013,the preventive fiscal policies have a crowding-in effect on agricultural insurance,especially the agricultural insurance premium subsidies. The compensatory fiscal policies have a crowdingout effect on agricultural insurance prior to 2007; after 2007,the impact of compensatory fiscal policies on the demand for agricultural insurance is not significant. Accordingly,the government can arrange the preventive fiscal policies,compensatory fiscal policies,and the agriculture insurance premiums' subsidy properly to promote the efficiency of different fiscal funds.
