摘 要：
生态行政是在全球生态危机的大背景下对政府行政行为的再认识。对于海岛旅游而言,在传统的旅游行政管理体制下,由于海岛生态环境的脆弱性以及海岛旅游管理部门的行政缺失,使得海岛生态环境与旅游经济的可持续发展面临严峻的挑战。鉴于此,有必要对海岛旅游行政管理进行生态行政化改革。即通过树立生态优先的行政意识,完善海岛旅游行政管理体系,强化海岛旅游管理部门的生态管理职能,构建海岛旅游的生态绩效考核评估制度,完善海岛旅游管理部门的社区参与机制等措施来实现海岛旅游的生态行政管理。

摘 要：
Ecological administration is the further understanding of the administrative behavior of government under the background of ecological crisis.For island tourism,the traditional tourism administration system makes the island ecological environment and the sustainable development of tourism economy facing the serious challenges because of the vulnerability of the ecological environment and island tourism administrative missing.Accordingly,it is necessary to make an ecological administration reform.The following suggestions are to perfect the island tourism administrative management system,and to strengthen the ecological management function,and to construct the ecological assessments of performance appraisal system of island tourism;to perfect the mechanism of island tourism community participation,through the establishment of the eco-priority administrative consciousness.
