基于公共价值的内蒙古地区草原禁牧政策绩效评价研究

摘  要：
内蒙古地区草原禁牧政策自2002年实施以来的绩效如何,是一个需要回答的重大问题。以公共价值管理范式为基础,从草原禁牧政策实施过程与实施结果相结合的角度构建政策绩效评价指标体系。政策实施过程,从政策实施的"公平性"、政府部门管理的"效率性"、合作生产的"参与性"、生态效果的"可持续性"等4维度提取指标因子;生态治理结果从项目达标率、植被生长状态、土壤侵蚀变化率、空间均一性等4个生态指标来衡量。各指标因子采用AHP方法确定权重,通过实地调查确定各指标的具体值。通过计算显示,内蒙古草原禁牧政策的过程绩效值为0.4979,绩效等级为一般,生态结果绩效值为0.7596,绩效等级是较好的,这两者的差异集中体现了当前草原禁牧政策过度关注生态结果而忽视项目实施过程的问题。在实施过程中,政府角度的评价值高于牧户角度的评价值50%以上,反映出政府和牧户对待生态政策的利益关注不同而导致评价值不同。草原禁牧政策的公共价值绩效的评价体系,将为草原政策评价提供一种新的视角。

摘  要：
Based on the public value management paradigm, this paper constructs a policy performance evaluation index system which combines the implementation process of grassland grazing ban policy with ecological results. The process of policy implementation extracted index factor from four dimensions, including "fairness" of policy implementation, "efficiency" of government department management, "participation" of cooperative production and "sustainability" of ecological effect; The results of ecological governance were measured from 4 ecological indicators, such as the rate of project achievement, the state of vegetation growth, the rate of soil erosion change, and the spatial uniformity. The weights of each index factor was determined by AHP method, and the specific value of each index was determined by field investigation. The results showed that the process performance evaluation of the grassland grazing prevention policy in Inner Mongolia is 0.4979, with a general performance level, the performance evaluation of ecological results was 0.7596, with a good performance level. The difference between the two evaluation showed that the current grassland grazing prevention policy paid too much attention to the ecological results and neglected the project implementation process. In the process of implementation, the evaluation value from the perspective of the government is more than 50% higher than that from the perspective of the herdsman, which reflected that the government and the herdsman paid different attention to the interests of ecological policies, resulting in different evaluation values. The performance evaluation system of the public value of the grassland "suspending grazing" policy based on the theory will provide a new perspective for the evaluation of grassland policy.
