渝东北贫困地区深度扶贫"四方联动"模式研究

摘  要：
[目的]试图构建多主体参与的联动扶贫模式,为贫困地区打赢脱贫攻坚战寻求新的思路.[方法]采用文献分析、案例分析和实地调查法,回顾构建扶贫模式的相关反贫困理论,采集渝东北地区403户贫困家庭调研数据,分析脱贫攻坚面临的现实挑战.[结果]运用扶贫模式的相关理论原理,创新构建了一种新型的多主体参与的联动扶贫模式-"政校企村"四方主体联动扶贫模式,阐释了模式构建的必要性、可行性及原则,明确了渝东北深度贫困地区四方联动扶贫模式构建的思路和内涵.[结论]通过引入案例从产业扶贫、金融扶贫、教育扶贫、旅游扶贫4个方面分解四方联动扶贫模式的运作方式,实践表明该模式打破了以往贫困村、贫困户被动接受扶贫的格局,体现了多方主体在扶贫工作中的互动机理,实现扶贫主体与扶贫客体的精准对接,从而为渝东北深度贫困地区打赢脱贫攻坚战提供新的指导方略.

摘  要：
This research is intended to build multi-agent participation in poverty alleviation linkage model for the poor areas of Northeast Chongqing to win the battle against poverty. This research used the methods of literature analysis, case analysis and field investigation to review the anti-poverty theory related to the construction of poverty alleviation model, collected the survey data of 403 poor families in Northeast Chongqing, and analyzed the realistic challenges faced by poverty alleviation in Northeast Chongqing. Based on the relevant theory of poverty alleviation model, it innovatively constructed a new multi-agent participation in poverty alleviation linkage model, namely the four-agent linkage poverty alleviation model of "government, school, enterprise and village". It interpreted the necessity, feasibility and principles of construction of four-agent linkage poverty alleviation model, and clarified the idea and connotation of four-agent linkage model of poverty alleviation in poverty-stricken areas of Northeast Chongqing. Finally, the research introduced cases to analyze operation mode of four-agent linkage poverty alleviation model from four aspects of poverty alleviation in industry, financial poverty alleviation, poverty alleviation through education and tourism for supporting the poor. The results show that four-agent linkage poverty alleviation model break the passively accepted poverty alleviation pattern of poor village and peasant households in the past, reflect the interaction mechanism of multi-agent participation in poverty alleviation work, and achieve the accurate docking of poverty alleviation subject and object. Thus it provides a new guiding strategy for the deep poverty-stricken areas in Northeast Chongqing to win the battle against poverty.
