后农业税时期黑河市农业和农村发展的问题及对策

摘  要：
税费改革和免征农业税以来,黑河市农业和农村经济发展较快,农民收入不断提高,农村建设和管理初见成效,但农民增收和农业发展的长效机制尚未形成,诸如农民的素质不高、农业经济组织发展滞后及科技投入不足等问题仍然存在。从培育新型农民、发展现代农业、完善相关体制等方面提出了若干对策。

摘  要：
A rapid development of agriculture and rural economy has achieved in Heihe City since the Tax reform and agricultural taxes were reduced,the farmers' income increased,and the construction of countryside community also wins initial success.However,the mechanism of long-term growth for farmers' income and agricultural development hasn't been formed,the farmers' overall quality is low,agricultural economic organizations need further innovation and the input of science and technology is insufficient.The countermeasures were suggested from improving farmers' quality,building modern agriculture and improving sever systems and so on.
