农村一二三产业融合与农民增收——基于河南省农村一二三产业融合案例

摘  要：
推动农村一二三产业融合发展为农业发展方式的转变和农民增收提供了新思路。本文通过对河南省农村一二三产业融合发展案例的分析,探讨了农村一二三产业融合与农民收入的内在逻辑和影响机理。农村一二三产业融合可以通过多种模式影响农民收入,并在当前条件下受到制度、要素、社会经济发展水平等因素制约。政府应该推动管理体制创新、培育新型经营主体、增加财税政策支持、完善人才培养制度和创新土地政策。

摘  要：
The convergence of primary,secondary and tertiary industries provides new thoughts for the transformation of agricultural development and farmers' income generation. This paper analyzed the logic of industry convergence and its impact on income generation by exploring three cases from Hunan province and summarized several patterns which are determined by social and economic factors. The approaches for government to promote industry convergence includes innovative management,new entities' cultivation of agricultural economics,supportive financial and tax policies,capacity building,and innovative land policy.
