中国特色的进境动植物检疫后续监管体系研究

摘  要：
中国特色的进境动植物检疫后续监管体系是中国特色进出境动植物检验检疫工作体系的重要组成部分。随着经济全球化向纵深发展和我国扩大进口战略的逐步实施,土地密集型和资源性农产品的进口量将大幅攀升。进境动植物检疫后续监管工作必将在解决快速通关与有效把关方面起到更加重要的作用。结合当前我国进境动植物检验检疫的检疫实践,分析了进境检疫后续监管方面的现状,并就如何进一步完善有中国特色的进境动植物检疫后续监管体系提出了几点建议,以期对不断发展和完善我国的进境动植物检验检疫体系提供借鉴。

摘  要：
The post-entry supervision system of animal and plant quarantine is an important part of the entry and exit animal and plant inspection and quarantine system with Chinese characteristics. With the deepening development of economy globalization and the gradual implementation of import expansion strategy in China,land intensive and resource of agricultural products imports will rise sharply. The post-entry quarantine of entry animals and plants will play a more and more important role in rapid clearance and effective port control. Taking account into our country's current practice of entry quarantine inspection of animals and plants,the status of post-entry quarantine and supervision was analyzed in this subject. Suggestions on how to further improve the post-entry supervision system of animal and plant quarantine with Chinese characteristics were also put forward,so as to provide references for the development and perfection of our entry inspection and quarantine of animals and plants system.
