保险业支持农村精准扶贫的现状、问题及对策

摘  要：
在改革开放的推动下,中国保险业发展迅速,随着其规模与影响力的不断扩大,保险业在建设和谐社会,服务"三农"以及补充社会保障体系等方面的作用得到不断深化。保险作为规避风险的金融产物,其基本职能是损失赔偿和经济给付,派生职能包括防灾减损和资金融通。而党的十八大以来,国家把扶贫开发工作纳入"四个全面"战略布局,大力实施精准扶贫。保险所具有的职能正好契合着精准扶贫的理念,可见保险在扶贫工作中可以大有作为。该文基于精准扶贫背景下,探究保险业在支持农村扶贫工作的有关内容,主要从保险扶贫的必要性、优势、发展现状及发展建议四方面展开,以期对保险扶贫领域提供有价值的探索。

摘  要：
Since reform and opening up of our country,the insurance business is developing rapidly,and the influencing scope and power is extending continuously,which makes insurance more and more functional in the construction of harmonious society,serving"Agriculture,Rural areas,and Farmers"and complementing social security system.As a financial product of avoiding risks,insurance possesses the basic function,loss compensation and economic payment,and the derivative disaster prevention,impairment and capital financing.Since the 18 th CPC National Congress,poverty alleviation has been involved in"Four Comprehensives"strategic blueprint,and precise poverty alleviation was implemented vigorously.Therefore,the functions of insurance agree with the theory of precise poverty alleviation actively,and insurance business could be introduced into the poverty alleviation.In this study,the effects of insurance in rural poverty alleviation were introduced on the background of precise poverty alleviation,including the necessity,advantages,developing status,and suggestions,as an exploration to the insurance-supported poverty alleviation research area.
