农机购置补贴政策支付制度对农机企业营运能力的影响——基于规模以上农机企业微观数据的实证研究

摘  要：
在分析"差价购机"和"全价购机"两种农机购置补贴资金支付制度演变对农机企业营运能力影响的基础上,构建理论模型并利用1998—2013年中国工业企业数据库进行实证分析。研究发现:(1)农机购置补贴政策对农机工业企业营运能力具有负向影响,且这种负向影响随着时间的变化而减弱;(2)"全价购机"取代"差价购机"成为新的补贴支付制度之后,农机购置补贴政策对企业营运能力的负向影响也得到极大的改善,然而由于补贴资金规模加大、部分企业仍然给农户垫付差额部分补贴资金等原因,这种改善并不是逆转性的。

摘  要：
The"part payment"and"full payment"are two kinds of payment systems as the agricultural machinery purchase subsidies policy.After analyzed the impact of these two payment systems on the operating capacity of agricultural machinery enterprises,this paper constructed a theoretical model and conducted an empirical study based on the Chinese Industrial Enterprises Database from 1998 to 2013.It found that:(1)Agricultural machinery purchase subsidies policy had a negative effect on the operating capacity of agricultural industrial enterprises and this effect is decreasing as time changes.(2)The negative effect had been greatly reduced after"full payment"replaced"part payment"as the new payment system.However,the improvement is not reversed due to the increase in the scales of subsidy funds and the fact that some enterprises still advance subsidies for famers who bought their agricultural machines.
