摘  要：
This paper first draws on the institutional analysis and development( IAD) framework, and proposes a universal promotion evaluation theoretical model of the pilot policy. Then, taking the pilot policy of forest health trail in Guizhou Province as an example to carry out research and analysis. Finally, combined with domestic and foreign innovation policies, the provincial first pilot policy is proposed to provide reference for the continuous promotion of forest health trail system innovation, domestic and foreign exchanges and cooperation, and policy innovation and application.
