燕山山区农业资源开发与小流域综合治理模式探讨——以石板沟农业资源持续高效利用实验区为例

摘要：

地处燕山山区的河北青龙县石板沟村,自1987年以来,按照“调查—区划—规划—实施”的程序和模式,依托资源优势,以小流域为单元,综合运用工程和生物技术等措施,实行山水林田路综合治理。从实现资源最佳配置入手,合理调整农业结构,以分层次开发治理、专项开发治理、综合开发治理的做法,建立了可持续发展型农业生态体系。一举解决了山区水土流失日益加重,农民生存条件不断恶化的问题。实现了山区资源开发与水土保护并举,生态效益、经济效益和社会效益的统一。

摘要：

Shibangou Village of Qinglong County,Hebei Province is located at the Yanshan mountainous areas.It has harnessed the mountain,river,forests and farmland comprehensively since 1987,according to the model of 'investigating-regional planning-planning-implementing',taking the resources priority and small drainage areas as a unit and adopting measures of engineering and biotechnology.The method of setting the best match of resources,rational adjusting agriculture structure,developing and harnessing by different levels,such as by special project and comprehensive project,has established an agriculture ecological system of sustainable development type.This method helps to solve the problems serious soil erosion with each passing day,as well as the continuous deterioration of farmers' living conditions.This method also helps to pay the same emphasis on resources development with soil and water protection,thus to realize the unification of ecological efficiency,economic efficiency and social efficiency.
