生产要素、粮食政策与粮食安全——基于1978～2013年我国的经验数据

摘  要：
文章从生产要素和粮食政策视角,研究粮食安全主要影响因素,为粮食安全政策提供参考。在梳理粮食安全影响因素文献的基础上,立足于粮食安全涵义,选择具有可操作性的度量指标,考虑影响粮食安全的生产要素和政策因素,利用1978~2013年中国宏观数据,揭示影响粮食安全的主要因素,实证研究发现资本和技术对粮食安全具有重要贡献,土地的贡献逐年降低,劳动力、粮食政策对粮食安全影响不显著性。

摘  要：
Starting from perspectives of production factors and grain policy,the main influencing factors of grain safety were studied,which will provide reference for formulating food security policy. This paper summaries the literature about influencing factors of food safety,then analyzes the definition of food security,chooses a measurement index,and considers land,labor,capital,technology,grain policies and other factors,make use of 1978—2013 Chinese macroeconomic data,reveals the main factors affecting food security. Research found that capital,technology and grain policy have an important contribution to food security,while the contribution of land decreased year by year,and the agricultural labor force does not have a statistical significance for food security.
