国外森林保险制度综述及对我国的启示

摘  要：
林业是一项重要的公益事业和基础产业,在建设生态文明中起着不可替代的重要作用,而森林保险是林业可持续发展的必要保障。从世界范围来看,日本、北欧和美国的森林保险体系经过长期的发展演变,已经形成了一套完善有效的制度。目前,我国森林保险体系建设仍处于很不成熟的阶段,森林保险立法出台进展缓慢,符合市场需求的森林保险产品匮乏,大多数林户缺乏风险意识。因此,我们亟需借鉴国外建设森林保险体系的相关经验,结合我国国情,加快我国森林保险体系的建设。

摘  要：
Forestry is an important public welfare and fundamental industry. It plays a significant role in developing the ecological civilization, and forestry insurance is the essential guarantee of the sustainable development of forestry. From a world perspective, the forestry insurance systems of Japan, North Europe and the U.S. have evolved through a long history, to form a complete and efficient institution. Currently, the forestry insurance system of our country is still in an immature stage, with the forestry insurance market seriously shrinking and the forestry insurance legislation slowly developing. In addition, there is lack of forestry insurance products which satisfies the market demand and the sense of risk for most of the forest owners. Therefore, it is urgent for us to learn from the experience of foreign countries in establishing the forestry insurance system, combine with our specific situation and accelerate the development of our forestry insurance system.
