摘  要：
在水土流失严重的山地丘陵区实施坡改梯工程,不仅能改善山区农业生产的基础条件,同时可以增加耕地面积,提高土地生产力,为城乡建设用地提供补充耕地资源。坡改梯工程建设成基本农田的标准主要包括土地平整工程、灌溉与排水工程、田间道路工程和农田防护与生态环境保持工程等四个方面;根据重庆市水土保持区位及自然环境特点,荒地采用"工程整地+水平梯田+土壤改良"模式,坡耕地(土层较厚型,土层较薄、石料丰富型和破碎化利用型)采用"水平梯田+植物护埂+水系配套"模式,废弃宅基地采用"工程整地+熟土覆盖+植物护埂"模式;不同水土保持分区下土地置换对象、资金筹措方式及置换标准差异明显。

摘  要：
The terracing projects implemented in the hilly areas with serious soil erosion will not only improve the basic conditions for the agriculture production in the mountainous areas,but also increase the areas of arable lands with improved land productivity,so that it may provide the supplementary arable land resources in addition to the urban and rural construction land. The standards for the terracing project be constructed as the basic farmland include four components that are the land leveling,irrigation and drainage,access road in the field and farmland protection and eco-environment development. In according to the location and natural environment features of soil conservation district of Chongqing Municipality,the model of engineering land preparation + level terracing + soil improvement is applied in the wasteland,the model of level terracing + plant ridge protection + water irrigation counterpart is applied in the slope farmland( the type of thick soil layer,the type of thinner soil layer with abundant stones and the type of fragment utilization),and the model of engineering land leveling + mellow soil covering + plant ridge protection is applied in the abandoned residential land. Great differences appeared in the different soil conservation districts on the aspects of land replacement object,ways of fund raising and replacement standard,etc.
