"插花山"在我国南方是林权管理上的一个重要概念,是确权发证工作中的一个难点。笔者搜集了插花山确权发证的法律规定及各地的具体规定,对福建、江西插花山林权证发放的现状情况进行了分析,提出了规范插花山林权证登记发放的具体操作办法和意见。

摘  要：
" Chahua hill" is an important concept for forestry tenure management in South China,it's a difficult point in the work to determine the ownership and issuance of certificate.The writer here collected some relative laws and local stipulations for Chahua Hill ownership issuing,made an analysis of the current situation of issuing Chahua Hill Forest Authority Certificate of Fujian,Jiangxi,put forward some suggestions and operation methods on standardizing the registration and issuing Chahua Hill Forest Authority Certificate.
