基于Topsis法的农村基本公共服务能力地区差异评价——来自31个省市农村地区的实证

摘  要：
根据我国2006年农村教育、医疗、卫生等方面的数据,利用Topsis法对31个省市农村基本公共服务能力进行了评价和排序。实证结果表明:大多数省市的农村地区基本公共服务能力差距较大,均等化程度较低;财力的非均等化仍然是实现农村基本公共服务均等化的最大障碍。最后,对如何缩小农村基本公共服务均等化差距提出了若干政策建议。

摘  要：
Capacities of rural basic public services in 31 cities and provinces were evaluated and sorted based on the method of Topsis according to the data of rural education,medical treatment,health and so on during 2006 in China.The empirical results showed that the capacity of rural basic public services in most cities and provinces were quite different,and the equalization was lower.The financial non-equalization was still the biggest obstacle in the process of realizing the equalization of rural basic public services.Finally,some countermeasures and proposals were put forward on how to bridge the gap of the equalization of rural basic public services.
