实施两个方式转变,促进粮食主产区土地快速流转—以吉林省梨树县为例

摘  要：
基于我国东北平原上的产粮大县—梨树县土地规模种植方式的实地调研,探索了粮食主产区土地流转方式和规模经营途径,并分析了农户自愿进行土地流转的因素和动力。研究结果表明:以农民专业合作社为载体,改变生产和经营方式,采取统分结合—"四统一分"的经营模式,建立并完善了"五个机制",奠定了土地规模化经营和机械化作业的基础。土地流转的推动力是积极发挥科技、农机农艺结合的优势,降低生产成本,以提高土地的生产效益、增加农民的收入,使农民自愿有序地进行土地流转。同时,针对土地流转中存在问题,提出了相应的措施和建议。

摘  要：
Based on the field investigation about soil scale of cultivation methods in Li Shu town,which is one of the major grain-producing areas in the Northeast plain of China,to explore the modes of land circulation and the ways of large-scale management,and also the affected factors as well the dynamic mechanism of land circulation in farmers' voluntary.The results have shown that taking the specialized farmer cooperatives as a carrier,changing the ways of producing and managing with the cooperative modes,adopting the modes which combines unification and division,that is so called "four sub-unified" pattern,establishing and perfecting the "five mechanisms",which have laid the foundation of large-scale management and mechanized operations.The driving force of land circulation is to exploit the advantages of science and technology,and also the combination of machinery and agronomy to reduce the costs of production and improve the efficiency of it,which aims to the increase of farmers' income.On the basis of these factors,it is possible for farmers to join in the land circulation voluntarily and orderly.In allusion to the existing problems in the process of land circulation,some corresponding measures and proposals have been put forward.
