本文简要介绍了农地转非的自然增值及其分配的传统观点,进而提出了“私公兼顾论”:在公平补偿失地者的前提下,将土地自然增值的剩余部分用于支援全国农村建设。

After a brief introduction to natural increment value after non-agricultural use of farmland is made, applying the traditional theory, the author puts forward a new concept integrating the private and public benefits, i.e. on the basis of justified compensation to the land-losing party, the surplus of natural increment should be used in the national campaign to build a new countryside
