基于SOA的上海市农业农村委员会政务服务管理系统建设与应用

摘  要：
上海市农业委员会信息中心以上海市"一网通办"推进工作为契机,基于SOA架构建设上海市农业农村委员会政务服务管理系统,有效地整合委内各部门政务数据,建立上海市农业农村委员会政务资源池,并形成与上海市各市级平台之间的数据共享范围和数据项对应关系,实现数据的抽取和主动推送,实现了整体联动、部门协同、数据共享、一体化办理的"互联网+政务服务"。系统上线运行以来,截至2019年9月11日,已受理了1 014件行政审批申请,全流程办结370件,制发电子证照1 691张。政务资源池归集了历年行政审批结果26万件,有效期范围内的资质信息6 888条,行政处罚案件102件,双随机抽查结果26件,日常监管信息2 307条。

摘  要：
Shanghai Municipal Agricultural Commission Information Center took the opportunity of promoting work on "Government Online-Offline Shanghai" to construct Government Services Initiative Management System of Shanghai Municipal Agriculture and Rural Affairs Commission based on SOA framework.The management system effectively integrated government data of various departments within the committee,established the administrative resources pool of Shanghai Municipal Agriculture and Rural Affairs Commission,and formed a data sharing scope and data item correlation with various city-level platforms in Shanghai.The system realized data extraction,active push,overall linkage,departmental coordination,data sharing,and integrated "Internet+government services".Since the system was online,ended at 2019-09-11,it had accepted 1 014 administrative examination and approval applications,completed 370 pieces of procedures,and issued 1 691 electronic certificates.The government resources pool had collected 260 thousand administrative examination and approval results,6 888 qualification information within the validity period,102 administrative punishment cases,26 doublerandom inspection results,and 2 307 daily supervision information over the past years.
