研究生全面收费政策的执行效度与溢出效应——基于农学类专业的对比分析

摘 要：
研究生全面收费政策是研究生培养机制改革的重要环节,旨在强调研究生培养要以科研为主,提升研究生的学习策略与学习动机,从而改善研究生培养质量。研究发现:全面收费政策提升农学类研究生学习策略、学习动机的效力有限;全面收费政策促进学科专业均衡发展的作用有限;全面收费政策存在溢出效应。研究认为应该进一步完善研究生教育投入机制、兼顾学科专业发展的差异性与均衡性、促进培养单位内部协同改革等建议,以便最大程度地发挥收费政策的积极作用,提高政策的有效性。

摘 要：
Graduate comprehensive charging policy is an important part of the training mechanism reform,which aims to guide graduate students to pay more attention to scientific research,promote graduate students' learning strategies and learning motivation,so as to improve the quality of postgraduate training. The results are as follows: First,The effect of charging policy on agronomy Postgraduates' learning strategies and learning motivation is limited. Second,The role of charging policy in promoting the balanced development of disciplines and specialties is limited. Third,There is spillover effect in charging policy. The research suggests that the investment mechanism of graduate education should be further improved,taking into account the difference and balance of discipline and specialty development,promoting the synergy reform within the universities. playing a positive role in charging policy to the greatest extent and improving the effectiveness of charging policy.
