On the Current State of Ningxia's Agriculture Development and Countermeasures to Speed up Development to March on Towards the 21th Century

This paper points briefly Ningxia's key achievements of agriculture and rural economy deyelopment since 1978 when reformation and opening policies started as well as the unceasingly-widening gap between Ningxia's rural economy and the Nation's average.Tremendous efforts have to be made for realization of the well-to-do life target in all its aspects.After analysis of fundamental factors causing the gap,the comprehensive discussion is followed on policies and countermeasures to narrow the gap and realize the target,made by Ningxia government on the basis of Ningxia's actual conditions on making best use of agriculture,irrigation works and lands, strengthening resource development, following the maket economy,taking increase of farmer's income as the main task,fosteriug maket system,optimiziug continuously resource disposition,adjusting. industrial structure, developing "high-yield,high-quality and high-efficiency agriculture",leading agriculture to"the second and the third industry", accelerating deyelopment of township enterprises and continuing"help-the-poor project".
