本文将农业科研经费运行机制分解为科技战略计划、投入机制、管理机制、监督机制和支撑性因素等5个构成要素进行研究,重点对投入机制的现状和问题进行了分析,最后提出了建立资源配置优化、运行效率高效的运行机制的政策建议。

摘  要：
This paper study the operational mechanism of agricultural R&D by deviding into five compositions,for example,input mechanism,managerial mechanism,supervision mechanism,strategical plan and support factors.Then made an in-depth analysis focus on status and problems of input mechanism.The conclusions and suggestions for high efficiency and optimized resource-allocation are put forward at the end.
