摘  要：
有效防治黄土高原水土流失 ,加快生态环境建设 ,是当前水土保持工作中的一项十分紧迫、关系到西部大开发战略全局的任务。首次提出了水土保持有效性的概念 ,并对此进行了比较系统的研究 ,涉及到水土保持有效性的定义、影响因素、评价指标和实现途径等各个方面。

摘  要：
The effectively controlling soil and water loss and expediting eco environment build is an urgent strategic task, which is closely related with soil and water conservation and west China exploitation. By systematic researches, the concept of soil and water conservation validity involving into definition, effective factors, appraising indexes and implementing way, was firstly put forward.
