中国实现耕地总量动态平衡—异地补偿的研究

摘  要：
中国人多地少,耕地资源紧缺,人口增长与环境污染致使耕地资源不断减少。为保护耕地,确保耕地总量动态平衡,笔者提出了在全国范围内实行耕地的异地补偿,具体方式有异地开发、异地整理、异地复垦,以此来调整土地利用结构,提高土地利用率。

摘  要：
Compared to the large population in China,the cultivated land is becoming deficient.Meanwhile,the great increases of population and environment pollution have deteriorated this deficiency.In order to protect cultivated land and ensure its dynamic balance in general throughout the country,this paper proposes a system of mutual compensation across the country.That is to exploit new cultivated land,to readjust the appropriated cultivated land and to reclaim the cultivated land.In doing so,we can make better use of land and boost the development of cultivated land in a progressive way.
