摘  要：
The water-land resources crisis for agriculture is much severer than ever in the 21st century,the water shortage will be expanded to 100 billion m 3by year 2010 from 40 billion m 3 today,about nine million hectare cultivated land will be occupied by non-agricultural construction in 1996-2010.The basic way to free agriculture from water-land limits is to implement the strategy for agricultural resources efficient-sustainable allocation in china.The strategy given in this paper includes “Four combinations and Six systems”.
