县域耕地资源价值综合评价及动态分析——以河北省黄骅市为例

摘  要：
在耕地资源社会价值和生态价值长期被忽视是我国耕地保护过程的严峻问题,是否能够正确的认识耕地资源价值的组成及内涵,如何对耕地资源价值进行正确、合理、有效的评估和分析,是解决我国粮食问题、缓解征地补偿标准较低、治理生态环境的重要依据和手段,其有一定的积极意义。本文在研究中首先阐述了耕地资源价值内涵,和价值组成结构,其次结合前人研究成果提出了耕地价值评估体系。并分别采用收益还原法、分解求和法、价值质量评价法等,计算了黄骅市2004~2012年耕地资源的经济产出价值、社会保障价值、生态服务价值。研究结果表明,黄骅市在近十年的耕地资源价值中,经济产出价值在数量上逐渐增加,但在总价值中的比例却占有较小的一部分,不足50%,而非市场价值中的社会保障价值和生态服务价值总和占有绝大部分。本研究通过对黄骅市耕地资源价值的研究评估,一方面对黄骅市征地补偿标准制定提供理论依据,另一方面也有利于其农业经济的健康快速发展。

摘  要：
The most serious problem associated with the cultivated land protection project in China is the long-term neglect of ecological value and social value existing within cultivated land. Understanding correctly and evaluating scientifically the full value of cultivated land play an important role in easing low land compensation standard,unreasonable distribution of land revenue and food security and environmental issues. This paper firstly analyzed the connotation of the value of arable land resources and then provided the evaluation system for the value of cultivated land. This paper also calculated the economic output value, the social security value, and eco-service values from2004 to 2012 based on several mathematical methods, such as the income approach, the decomposition summation method and the value of quality evaluation method. The results showed that the economic output value was gradually increased but still accounted for a small part(less than 50%) of the total value of cultivation resources. However, both social and eco-service values occupied a significant proportion of the overall value of cultivation resources. This study could provide theoretical basis for requisition of land expropriation compensation and may promote the development of agricultural economics towards a more healthy and rapid way.
