农业科研试验基地绩效评价体系研究——以新疆农科院试验基地为例

摘  要：
为进一步深化科研机构改革,尽快建设"职责明确、评价科学、开放有序、管理规范"的现代院所制度,根据新形势下农业科研试验基地的定位和职责,针对无目标约束的综合评价问题,提出了一套农业科研试验基地绩效评价的评价系统。采用模糊评价理论和数据库构建技术,设计开发了系统管理软件,实现绩效评价工作过程中的工作流程管理、评价指标管理和上报数据管理,从而实现绩效评审、计算评分、数据统计和结果发布等功能,并应用于新疆农科院试验基地的实际测度。测评结果符合新疆农科院试验场站发展的实际情况,能揭示出新疆农科院各试验基地在全院总绩效中的位次和贡献份额,为新疆农科院评优工作提供了依据,为绩效工资的发放奠定了基础,为中国农业科研试验基地的管理和发展能力评价提供了科学的方法。

摘  要：
To further deepen the reform of scientific research institutions and establish a modern scientificinstitution system with"clear responsibility, scientific evaluation, orderly opening, standardized management"as soon as possible, focusing on the comprehensive evaluation without clearly goals, an evaluation system wasput forward according to the orientation and responsibility of agricultural scientific research experiment baseunder the new situations. The system management software was designed and developed using fuzzy evaluationtheory and database construction technology to realize workflow management, evaluating index managementand reported data management in the performance evaluation process. And thus the functions of the evaluationsystem including performance evaluation, score calculation, data statistics and result publication wereachieved. Then the system was applied to the experiment base of Xinjiang Academy of Agricultural Sciences.The evaluation results were in accordance with the actual situation and could reveal its position andcontribution portion in all the experiment bases of Xinjiang Academy of Agricultural Sciences. This evaluation system provided a scientific basis for appraisal work in Xinjiang Academy of Agricultural Sciences, laid afoundation for the calculation of performance related pay, and offered a scientific method for the evaluation ofmanagement and development capability of agricultural scientific research experiment bases in China.
