农户收入结构支撑下的种粮积极性及可持续性分析——以吉林省为例

摘  要：
吉林省作为我国的粮食大省,近三十年来农民保持着较高的种粮积极性,以粮为主的收入结构是农户种粮积极性的内在支撑。然而,在我国工业化发展进程中,以粮为主的收入结构正面临着弱化的趋势。本文认为,若继续保持粮食大省农户种粮积极性,必须在转移农业剩余劳动力的基础上实现粮食生产的规模经营,使农户家庭收入50%来自于粮食生产同时使规模经营农户占总农户的50%以上。建议国家应在支持粮食大省加快农业剩余劳动力转移、增加土地流动性方面实施支持性政策。

摘  要：
In large grain provinces,the key point for grain producers to keep stable enthusiasm is the grainbased income structure.Take the Jilin province for example,during the last thirty years;the grain income has been always covering about 50 percent in the net income structure,which supports producers’enthusiasm for grain producing.The reasons for such income structure in Jilin province mainly lies in the following aspects : abundant cultivated land,the sustained increase of land profits,the relative backwardness of industrial process and the support policy for grain income.However,the income structure is changeable.On the premise of stable grain scale,the grain income percentage will definitely fall down as producers’net income increase rapidly.As a result,when the coverage fall down to certain extent,grain production will become kind of household sideline and producers will lack enthusiasm for grain,thus affecting national grain security.Therefore,the government should carry out policies concerning the land use right,producers’business position,support policies for food and agriculture and the industrial process,in order to keep the grain-based income structure in large grain provinces.
