摘  要：
本文通过对四川省开展动物疫病强制免疫疫苗现金补贴试点进行调研,分析了落实该项政策存在的步骤程序繁杂、监测费用较高、补贴额度偏低等主要问题,提出了落实主体责任、简化申报流程、增加检测经费、确保补贴落实等相关建议。

摘  要：
Recently,a pilot project on granting cash subsidy for vaccines used in compulsory vaccination against certain animal diseases was launched in Sichuan Province. In this article,based on the investigation towards the pilot project,main problems existing in the process of policy implementation were analyzed,such as the complex steps and programs,the high monitoring cost,and the relatively low amounts of subsidies. According to the analysis,targeted advice was also given in order to provide important reference,including enhancing main body responsibility,simplifying the notifi cation procedures,increasing testing funds,as well as ensuring the implementation of the subsidy.
