广西农业行政执法体系建设的SWOT分析

摘要：

【目的】研究分析广西农业行政执法体系建设的现状,为提高农业行政执法活动有效性提供决策参考。【方法】采用SWOT方法对广西农业行政执法体系建设的优势、劣势、机遇、挑战进行分析,并在此基础上提出相应的战略思考。【结果】广西农业行政执法体系的相对优势主要表现为农业行政执法机构基本建立健全、执法经费已要求列入本级财政预算及农业行政执法机构职能明确,劣势主要表现为人员素质参差不齐、农业行政执法主体分散和执法监督不到位,发展机遇来源于依法治国方略的深入实施、当地政府的高度重视和网络信息技术的发展,面临的挑战主要是公众农业法制观念薄弱和执法依据不完善。【建议】整合执法资源、改善执法环境、提高执法效能是完善广西农业行政执法体系的三大战略措施。

摘要：

【Objective】The status of system construction of agricultural law-enforcement in Guangxi was studied to provide references for its effectiveness.【Method】The advantages,disadvantages,challenges and weaknesses were analyzed for further strategies at this regard.【Result】The relative advantages were well-built structures,fund included in local-level budget and clear functional role.The disadvantages were staff with varied educational background,scattered main body and imperfect supervision.The opportunities were the implementation of managing the nation based on laws,enough attention from local government and IT development.The major challenges were poor public awareness and incomplete law-enforcement foundation.【Suggestion】Three strategies are proposed including law-enforcement resource integration,law-enforcement environment improvement and law-enforcement role enhancement.
