重庆市农业水价改革与农民承受能力实证研究

摘  要：
随着我国水短缺问题的加剧,进行水价改革促进水资源高效利用是必然趋势。农民阶层作为当前社会弱势群体,分析他们对农业水价改革的承受能力对于农业水价政策制定、农村社会稳定和农业健康发展具有重要意义。回顾了重庆市农业水价改革的历程,通过对大足、丰都和开县灌区农民承受能力的实证研究表明,农业水资源的高效利用不能单纯依靠提高水价来解决,应综合分析供水成本、农村经济发展与农民收入及WTO背景等多种因素,在充分考虑农民实际承受能力的基础上实施农业水价改革。

摘  要：
It is becoming a trend to reform the water price to promote of water resource-using with the water shortage in China becoming more and more serious.It is important to analyze the peasants 'bearing capacity in formulating policies,keeping social stability and developing agricultural because they are weak population in society.In this paper the reform of water price for agriculture in Chongqing was reviewed.By the empirical work on the peasants 'bearing capacity of Dazu,Fengdu and Kaixian irrigation districts,the results indicated that the problem of water resource-using couldn't be solved through the increment of its price only and several factors should be analyzed,such as cost of water-supplying,the development of rural economics,the income of peasants and WTO.The implemention of the reform policy on water price must be based on the peasants bearing capacity.
