In this thesis,reasons of university library service capability crisis are regarded as the point of contact.From a perspective based on optimizing information resource management and human resource management,the author researches and analyzes countermeasures to university library service capability crisis,trying to provide references for university library to grasp development opportunity and improve service capability and level.
